When is too late to back out?

Just wondering when the latest point someone can change their mind, if they haven't signed any contracts etc. I have a friend who is waiting for scroll approval, but I told them about some of the pitfalls of military medicine discussed here, and now they are second guessing their decision. Are they committed at this point or can they still back out since they haven't actually commissioned/signed a service contract?
