When to send 2x2 photo and VA employee form??

When applying for gprs and aegds, specifically at VA hospitals, do we send our 2x2 photo as well as the VA form titled "application for health professions trainees" while submitting PASS application? Or wait til they contact us?

When applying for gprs and aegds, specifically at VA hospitals, do we send our 2x2 photo as well as the VA form titled "application for health professions trainees" while submitting PASS application? Or wait til they contact us?

From my experience, the VA programs are very...slow (trying to be nice here). What I did was I took it upon myself and submitted that form on my own while submitting the pass application.
