When to send LOR from schools?

my school has the ever-popular premed committee, so we only have to send them the envelopes for them to send the letters out to the schools we're applying to. question being -- as i havent received the secondaries from some schools [including those which pre-screen -- loyola, VCU] should i still have my LOR sent out to them? i was able to get most of their addresses online or from MSAR, but is it kosher to send out a recommendation letter without getting that secondary first? esp if they prescreen?
