My title pretty much sums it up. When is the best time to set up a visit if I want to strictly see the campus and such?
 
There is no "best time", but Id think if you're able to do it before you apply so you can get eyes on what the schools about; it'd give you a better idea of if you want to apply there or not.
 
I did it a couple of years before I applied as I originally thought I was going to apply sooner than I did. I don't know if it means anything, but at my undergrad's grad school fair I later ran admissions reps from the two schools I toured; both recognized me, and when I did apply, I interviewed at and was accepted to both.
