when you prioritize for R/S configuration,

Hi guys,
please help me on how to prioritize for R/S config.
I think there is a specific rule called "Cahn–Ingold–Prelog priority rules" stating that you prioritize atoms according to the substitution of elements with higher atomic numbers.
BUT i saw somewhere you should follow atomic radius trend (increasing as you go down & to the left on PT).
ex) between F vs. N, which one is first?
Can someone clarify this one?

Definitely Atomic number. Highest Atomic number gets higher priority.
