For an IMG applicant from Pakistan which program directors may have more concern due to Trump's new ban: program director from a University program or from a Community Hospital program?

They're all concerned. This is a national crisis.
University vs. community isn't going to matter. Location matters.
Red state vs. blue state probably doesn't matter. County-level data would be relevant. http://www-personal.umich.edu/~mejn/election/2016/
The struggling middle of America, outside the major cities, won the election, and is more likely to support the recent decisions.
Programs that have current residents from "banned" countries are the most likely to defend their residents, and the best positioned to help incoming IMGs.
Canada is a very strong alternative right now.
