I'm trying to figure out which professor I am going to ask to write me my LORs. One professor has his PhD, worked closely with in special dissections, and also was the instructor of my MCAT prep class. The other instructor is still working on his PhD, is the Science Chair for the college, and I've worked closely with him when I was a student mentor in the Anatomy Department. Do colleges care if they have their PhD or not?

You need a letter from a PhD or equivalent degree, but many schools will let you send an additional letter. I'd ask for letters from both and, by default, automatically send the PhD one to schools and then see which ones will let you add the second letter, too.
