LSU - Shreveport doesn't accept OOS.

East Tennessee has a pretty big bias even with respect to region inside Tennessee - so I wouldn't get my hopes up. They take out of state apps, though. Only 2 matriculants out of 72, however.

Hawaii has a point system so it's pretty hard to get an interview without some Hawaii points (completely doable, but probably not worth your app money depending on the competitiveness of your app).

I can tell you other schools, particularly in the south, that are possible to interview at but some, like Hawaii, are not easy to crack. I can give you anecdotal evidence about a handful if you want to message me.

You can find OOS acceptance rates, as well as OOS tuition, on the MSAR and on most school's websites.

However, EVMS is very OOS-friendly but tuition is almost twice as much as IS students.

6, 7, 13, 16, 20, 21, 23, 24, 32, 43, 48, 64, 66, 67, 68 are the only ones worth applying to OOS. And even then, only if you have good stats.

It's easier for me to tell you which ARE friendly to OOS! Keep in mind that when applying to OOS public schools, they favor the home team, so be > avg.
