Which schools don't give in-state students higher priority?

The private ones. There's a LizzyM spreadsheet. Google it, or buy the MSAR from the AAMC.
 
Buy a copy of the MSAR from AAMC. Look at the proportion of instate & out of state applicants interviewed. That will give you a clue. We don't have proportion offered admission and proportion matriculating can be skewed by student preference as much as by instituitional preference but a school that interviews very few OOS applicants will be obvious and those that are relatively friendly to OOS students (the Jesuit schools, the Ivies) will be obvious, too.
 
I know Maryland doesn't care if you are are in-state.

Also I heard that there is an issue with California schools and in-state students. I just know that it is extremely competitive for in-state students in California.
 
There is no issue with California and in-state residents. The issue is purely supply/demand. Over 90% of the matriculants to California (public) schools are from California. There just happens to be 1 bajillion applicants, half of which are smarter/better-looking than you.

So this probably wasn't too true.. but there was a rumor flying around a little while ago about some state schools starting/wanting to take more OOS students because of the economic crunch.

Any truth to this depressing rumor or is it all pure gossip on behalf of all the neurotic pre-meds at my school?

It's true. University of Arizona is taking in 50% OOS now. Last year, it was 25% and 0% the year before.
