Which type of school, on average, is easier to get into? A public out of state school or a private school?

A private school. A public school is typically subsidized by the state to train physicians from that state (and are thus likely to stay in the state). Hence, there is pressure to accept a majority of people from that state. Look at the University of CA as an example.
