now can anyone explain how exactly is the white ramus preganglionic based on this image?

Look at fiber 4. The preganglionic leaves via the white ramus communicans and synapses in the sympathetic ganglion.

But for it to be preganglionic shouldn't nerve 4 be coming from the spinal nerve?

The rootlets are coming from the right. The nerve is on the left.
