Who reads your personal statement?

Sorry if this is a silly question, but I'm just curious as to who actually reads your personal statement. Is it a faculty member? A staff member on the admissions committee? I assume it's a combination of both, but I'm just trying to figure out how detailed I need to be in explaining my prior research experience. I would explain everything in layman's terms if need be, but that takes up more words than assuming the reader has some prior knowledge. I don't want to confuse anyone, but I also don't want to be unnecessarily over the word limit.

Each school has an admission committee. I believe there is two or three reviewers that look at your application and at the end, they all decide by voting on whether they should accept you or not.
