Why are there many new neurology openings?

Good Morning All:
I have a general question and i am a bit curious to find out the answer, im interested in neurology and applying this year. i check residency swap from time to time and i see the most opening for PGY2 starting july2010 in neurology and spots keep on opening. I guess my question is why is it that compared to other specialties neurology has the most openings for the upcoming yr?
any response would be appreciated.

I see several possibilities.
- Resident who is now PGY1 is not going to proceed to his PGY2 in his matched neuro program
- somebody who matched with the advanced neuro program (PGY2) was not successful in securing prelim IM position (PGY1), hence the neuro program has an opening
- new spots added to program for upcoming year
