I'm not convinced all existing ones would be in the "have-nots" category (though many would, and in my opinion, rightly so), though I agree its an issue with implementing any sort of system like this. That said, change needs to happen. We can call creating a two-tiered system elitist, but the reason for doing so (we need people with adequate research training who implement evidence-based practice) is legitimate. If that makes me elitist in the eyes of some, I can live with that.
As for fixing APA, I probably would not be a member if they didn't offer discount insurance I was required to have. Many of the APS folks were trying to change it for years, and a large reason for the formation of APS, SSCP and the academy was that they were repeatedly shot down and APA has explicitly gone out of its way to silence that part of its membership. APA politics are very complicated since there ARE such a huge number of psychologists who don't seem to know or care about EBP, so oftentimes even those in leadership positions will have resistance from a large majority of members. Forming a new organization seems like a reasonable and possibly optimal outcome from that. Like I said, I'm not sure this is the best way for that to happen but I think something like this needs to be done. Given I think APA is completely backwards, I'm an APS member and plan on getting involved more heavily with them rather than APA.
