Why does this acceptance disparity exist in private med schools?

I was wondering, how come many private med schools (eg. columbia) have higher acceptance rates for in-state students vs. out of state students? I didn't think they had the same mission to prioritize students from their own state. If someone could clarify, that would be great!
 
Yeah that's what I figured. I am out of state, but am working in NYC this year, so I was wondering if this would mean some new york schools would effectively treat me as in-state.
 
Ya I saw Columbia and penn have this disparity, but interestingly Hopkins is the other way around. 43% post interview acceptance rate for OOS, but only 27% for in state. Why would this be?
