Why does verification for transcripts take so long?? Do they actually communicate with the school?

Do they speak with each university the student attended to verify the transcript grades? That would make sense. But I heard they just check if the transcript ordered matched what the applicant put into the amcas application. Shouldn' that take lesser time though? I heard that it took some people a couple months for others a few weeks etc?
How that whole process work?

It goes through a database clearing house. Also keep in mind that it's summer, and people still like taking time off now, and med schools get some 5000-15000 apps.
