I've noticed this happen with my older friends. They get interviewed and rejected, and when they call then get answers like "your MCAT is too low" or "you were lacking clinical experience"

Of course, these are valid points to reject someone on. But why even interview someone if you aren't happy with their basic qualifications on the primary ?

An interview is one piece of the puzzle, not the totality of the admissions decision. If the interview was decent or above average, it may not have been enough to overrule MCAT or EC concerns. Perhaps if the interview had really blown them away it would have been different.

Alot of state schools automatically just give out IIs based on hitting thresholds for certain academic criteria. Can sometimes even have to do with state regulations.
It's all relative here. That MCAT was too low with merely an ok interview. With a great interview? It might have been enough.
The idea that everybody is on equal footing going into the interview is false.
Sometimes someone with flaws stands out in such a way a school decides why not bring them in to interview what's the worst that can happen.

Ok it makes sense now. I thought that interviewing someone meant that they're stats and EC's were good enough but I guess I was wrong

The people deciding who to interview and who to subsequently accept are not always the same group.
