does anyone know if they apply for oregon or california for wiche because the website says "Please note: Although the States of California, Oregon, and South Dakota are in the WICHE region, they do not participate as "sending states" in the Professional Student Exchange Program at this time. "

And i figure you just apply to each state individually including your own?

thanks for your help, the whole process is a little confusing for me.
