Will schools send you secondaries if your LORS aren't in yet?

Sure. The ones that dish them out to pretty much everyone. There are some who only send them to who they want...like right before your interview and such.

That doesn't mean they'll do anything with it without a complete file, however. But they'll be more than happy to send it and politely ask for your fee.

I think that they have to recieve them before sending you the secondary. However, some schools allow you to complete their secondary without even receiving your AADSAS.

It's sort of dependent on the school. I was given secondaries and had them submitted several weeks before my letters got there. It's true that some schools might sit on it until your letters are there. But for most, if they get your initial application, they probably assume your letters will follow and they'll get you for the application. It's revenue for them. I will however wager to say that they will probably not care to look at any of your application (or secondary) until the file is complete with letters.
