I'm IMG, I have received a withdrawn letter from my school on Monday.

Is there any chance they can cancel the withdrawal?

I've been through some health issues and was hospitalized for 2 month for a VP shunt revision in April 2018
3 times. Because I was complaining continous headaches for 1 year and ended up having double vision in 1 eye. I'll be having eye surgery for double vision next month because I felt some discomfort giving my 2nd CBSE last month.

I completed my basics science in December 2016. So I had 3 attempts for the CBSE and had to score 70%.
I gave my first cbse in Feb 01,2017 got 57 then second one I told my school in August,2017 but I didn't schedule any date for that CBSE and my school counted that as a second attempt. The 3rd CBSE I gave in Feb 2019 and got a score of 65.

I emailed my dean 2 days ago regarding to allow me to sit for the 3rd attempt for CBSE. Because they counted a attempt which I didn't sit for. I literally said that it was my dream to become a doctor. I also mentioned that I could go Kaplan 7 weeks to work on my weakness and then give the final CBSE attempt. I am not even sure if he will reply back or not?

Can you please let me know what should I do? I don't want to opt for another career my hard work will go to waste. 🙁

Do you mean dismissal letter? Withdrawn sounds like you are dropping out

When did your school notify you that the CBSE you didn't sit for counted as your 2nd attempt? What communication do you have with them regarding this "2nd attempt" - did you tell them why you weren't sitting/did you have an excuse from the school not to take it at that time?

Really where you are right now, comes down to what communication there was surrounding that 2nd attempt. If the school told you back in August 2017 that it counted as an attempt even if you didn't sit for it, you probably don't have much recourse at this point. If you have some sort of communication with someone allowing an excused absence regarding that attempt - or something implying it wouldn't count and you would still have 2 attempts remaining - then I would forward that to your Dean.

Yeah I meant to a "dismissal letter" but in the email it said it was withdrawn letter in subject line.
When my 2nd attempt was booked in June 2016, The school said you didn't select a date and that will be counted for your second attempt because you paid for it. I felt like once I gave my 1st attempt. I emailed the school saying that I wanted to take second attempt, but I then I realized I still have some weak points, So I immediately emailed the school saying that don't book the exam. But I felt like I was kind late maybe they sent the request to NBME that same day of the email. But still I think this shouldn't be counted because I didn't sit for it. The CBSE I took in Feb 2019 counted as my 3rd attempt and then dismissed me from the school.

I felt like there was some sort of miscommunication.

If they could have given me another attempt. I would have gotten my eye surgery done, because its a discomfort feeling when you feel like one of your eye don't align properly looking at the computer screen. Also I could have gone to Kaplan review course, worked on mt weakness, and then try to attempt the CBSE again and hopefully passed so I could have sit for the Step 1.

I’m going to be a little mean, but if you can’t pass the CBSE 2x what makes you think you can pass step 1? All you can do is ask your school for a 3rd attempt and hope they comply, because you told them you’d sit on a specific date and didn’t. They have the right to count it if they choose to.

Another option: English seems to be a little rough for you also, can you not practice in your home country?

OP, your medical school career is over (might be a good thing in the long term since you were an IMG and have health issues).
You can either try for nursing/pa school (if you the passion for it) in the US or switch fields to something different from medicine.

Get healthier first.

Ooooh. Honestly with their English skills I just assumed FMG.
I also didn’t know that the Caribbean used the CBSE. Learn something new every day.

No: no professional program is going to take OP because they have been academically dismissed.
OP will have to disclose this info when applying to such programs, which is why I suggested nursing or pa school.

NYCPM gives advance standing to those FMGs who have already completed medical school in their home country and have taken and passed USMLE Steps 1 and 2. These FMGs, if accepted to the program, start from the 2nd year of basic sciences.

I don’t recommend the SMP option because it’s sinking years and more money into a ship that should be abandoned. Personally, I think OP should look to different careers. If they still want to be involved in healthcare get a MHA and become the suits that are our supreme overlords.

I still say it’s unfair to count that NMBE attempt which I didn’t sit for because of my headaches? I believe if they allowed me to sit for that attempt which I missed. I would have join Kaplan and work on my weakness. In the appeal letter I also wrote what was I gonna do to improve my performance. I have a eye surgery scheduled sometime next month for double vision. After that I could have studied. What should I do now?

Where are you from? What’s your school?
 
I am from the states and the school I go to is Xavier University School of Medicine
I think you’re done friend. This is how they keep a 96% first time pass rate on the boards. You haven’t proven yourself competent to take it so they boot you

There's no use in asking people on this forum whether you'll get another chance. It's up to the medical school's dean.

If the dean says that the dismissal is final (or outright ignores your email), then you should start thinking about a new career path. You weren't academically prepared for a domestic medical school, so you took a major gamble by enrolling in a Caribbean medical school. For some people, this gamble pays off; for others, it doesn't. The attrition rates at Caribbean medical schools are alarmingly high, so you're not in a unique situation.
