I won't be able to e-submit until next week because I have to travel back home to talk things over with my parents first and I can't travel back home until this upcoming Sunday.

The reason of this is because my parents really want me to go to a school in California and seeing that they are paying mostly for the application I can't even pay for the application while I'm out of town.

Would this be okay? Or am I able to e-submit, pay later and add/remove schools later?
 
You can add schools later, however deleting them is a different story (after e-submitting). You have to pay when you e-submit (not sure what you're asking), and I assume pay an extra $75 per extra school you add later on.

If possible I would e-submit ASAP (and add other schools later if necessary), this is the only way they will start working on your GPAs, which is the golden ticket to FINALLY getting your app out to schools. If you wait, that's just pushing back the time for them to start calculating your GPAs, assuming they have all your transcripts.

The limit on my credit card can't exceed 1000 dollars.
I could try talking with my parents again (I've already done so) but they are obsessed with me going to Cali as they are big golf fans.

maybe they should go to school for you.
 
You should submit with one school you know for sure you are applying to now. Atleast this way you will have your GPA calculated and get the ball rolling. After you talk to your parents, you can add more schools. The verification process is what takes the most time at this point if you have everything ready and transcripts in.
