Just because a journal prints review articles doesn't mean they accept them: many journals invite authors to write review articles for them. If you know what you want to write a review article on, find a journal you think would be a good fit. Then see if the journal accepts non-invited reviews, and if so, look at how previously published reviews in that journal were written.
