Yea I'm from WV.
The average of all 51 accepted was 17DAT & 3.5GPA. I have a few friends that are attending there now, and they have all told me that the out of state students had high GPA/DAT scores. I'm just guessing that if 17/3.5 is the average, then there are probably quite a few instate students well under that to compensate for the out of state students that have a 20+DAT and 3.9+GPA. I've just always heard from many people that WVU prefers instate students from rural areas.
Like you said, 19 were out of state, but 9 of them had "ties to WV" so that just leaves 10 out of state spots really. Last year they interviewed around 150, and 82 of them were in state (out of 1400+ total applicants).
