I am a resident of Colorado, but have been stationed in Illinois for 5 years. I am not sure I can afford application fees for all these schools, and I am worried I have too many reach schools. Any advice?

The best thing you can do is get your hands on an MSAR and check the number of OOS students those state schools admit. It will help you trim your list. For example, the U of Wash accepts very few students from outside its 5 state service area. The U of Hawaii wants to see strong ties to the state from those who don't live there.

I agree with Humid, check out the MSAR. It's $25 well-spent. As your stats are relatively average, I would advise to add a few more lower-tier schools that are friendly to OOS applicants - maybe GWU, NYMC, EVMS, and VCU for example.
