2-nitroanisole- electron donating has larger effect?

so my lecture told us that the methoxy group pushes electrons into the ring, but the nitro group pulls electron density out, and that the electron donating effect is greater than the electron withdrawing effect. Why is this so, aren't they both strongly activating and strongly deactivating respectively. So I really don't understand what the reason could be
