2 Offers from the same chain??

I was first offered a position with Walgreens at a rural location, but I am trying to get a position at a busier city location. I've already interviewed with the city location, and they even had me do a pre-employment drug screening test. They have not extended me an official offer, however.

My question is would that first rural offer prevent the city location from making me an offer, which is what I really want?
