Anyone in OIS in 1999?

I declined GI Bill in July/Aug 1999 at OIS b/c we were told that since I was going to USUHS we wouldnt need it/be able to use it. I appealed to the board of corrections but was denied b/c I had no evidence. They told me if I have any others who were there at the same time write a letter for me stating similar, I may have benefits reinstated. Is there anyone who was there during this time? Thanks
