I've heard a rumor that they may be moving Navy OIS to the end of medical school. Can anyone corroborate/deny this? Does anyone still have orders to go to OIS the summer before they begin medical school?

Sorry, no truth to that rumor. Many student will go between graduation and internship because they were late into the system. But the ideal is still to go prior to starting med school.

Otherwise they'd have to pay you as an O-3 while you're there and it counts as time toward your payback.
