Are they asking Number needed to treat ?

Yep. I think so. Plus a little bit of extra multiplication.

Iu=25/1000
Ie=15/1000

Iu-Ie=10/1000=.01

NNT=1/.01= 100 = Treat 100 ppl to save 1.
*$1000*5years=$500,000 for one life saved.

$1000 (per person per year)*100 people*5years=$500,000 for one life saved over 5 year window.
Added some small things in bold text to make it a little more clear what you did. They took a basic NNT question and tried to make it convoluted.
