There are only two VA mail order pharmacies in the country that fill controlled substances. The Charleston pharmacy fills and mails the orders to all patients east of the Mississippi and in Puerto Rico. As the info-graphic shows, this accounts for the vast majority of the pills dispensed. Seems like a misinterpretation of the the statistic to create a sensationalized headline.
