Does an orthodontist have the right to refuse a treatment if the patient does not require it?

So basically, if a patient wants to improve his/her teeth appearance BUT does NOT require
braces or the treatment, can the orthodontist refuse the treatment (not Medically-Necessary Treatment)?
I mean I believe Braces are for medical reasons, like achieving a healthy bite.

The field of dentistry is not always going to be treatment for purely medical reasons. Dentistry, and especially orthodontics, has a large aesthetic component to it as well. If that is not something you are comfortable with, might I suggest a different field? Because while legally you can refuse a treatment due to it not being medically necessary, it's not exactly going to give you the best reputation among the patient population.
 
Most of orthodontic treatments now are done for esthetic reasons. If you keep refusing, you will be bankrupt
