E and Z isomers - Priorities with halogens

This is just a simple question.
I know e=trans and Z=cis. However, I was found a site that gave an example of alkene. C1 had a Bromine and a Flourine. C2 had a Chlorine and a hydrogen. For C1, Bromine was given the highest priority.
So my question: Does priority depend on size of the atom/group?

It does when it comes to assigning R and S so I bet it's the same for E and Z. The larger the atom the higher the priority
