HPAC Composite Packet

I'm getting ready to apply for this coming cycle, and recently finished up the whole HPAC process. Well, during my interview, they made it clear that the commitee will be ranking all of the different students as compared with each other, and it suddenly hit me; will they be providing luke-warm/ medicore letters for students whom they don't think are as strong as others?

If that is the case, why do they have a cutoff BCMP of 3.8 to be eligible for an HPAC letter??
