Letter of Intent vs. personal statement

I've been looking at possible residency programs to apply to this year, and one that I am interested in requires both a letter of intent and a personal statement "that includes your interest in completing a residency and your professional/career goals". Isn't this normally included in a letter of intent? If it's not, then what is in the letter of intent?
