Need some advice plz!

I am an international student and am trying to get more information about the various doctoral programs. I have an MD equivalent degree and am interested in more of clinical work rather than research. What would you advice is the best doctoral program for Clinical or Counseling psych? And how can I get a PhD is neuropsychology, is it a certification after the clinical psychology??
