Oral CS Rx - Serial Number Requirement in NYS

When a practitioner calls in an Oral CS Rx, in NYS, we always ask for the serial number on the bottom right. I can't find this requirement in the law, though.
I realize it is always prudent to ask due to Medicaid billing issues, reporting to state by 15th of the next month, making sure you're not being fooled, etc.
However, I see no mention of this requirement in federal or state law.

Asking for the number in the corner is a way to make sure that you are getting a real prescriber (maybe, could probably make up fake numbers), but really just helps you from going back and updating the RX when you receive the cover in the mail.

Around the monthly reporting time, we get an email from the DM on all the controlled RXs that people have put in the 9s or Es and we just correct them before the report is sent.
