Phone Interviews?

I got a phone call out of the blue and it turned out to be a resident from a program I had applied to. I wasn't prepared at all, and needless to say, I don't think I impressed him too much. I had a very normal conversation and didn't realize till the end that it was an 'interview' and I would be judged on it.

Is this normal to have a phone interview like this?
What is the purpose and how do they want to shortlist candidates based on a phone interview?
