Just curious... is it a thing for a program to purposely not fill in hopes that they’ll get an all star in SOAP

Depends what you mean. If a program has 10 spots, they aren't going to ONLY rank 9 applicants because they "want" to have an unfilled spot. But they might rank only 50 out of the 75 people they interviewed because they would rather take their chances with someone from the SOAP than accept one of the bottom 25 who they think are a poor fit for their program.
