the stipulation for concentration of solutes being at 1M under standard conditions means that starting concentration is 1M right? not at equilibrium.

if not, im having trouble understanding why standard reduction potentials would be anything other than 0.

yes, you are correct. starting at 1M. if all concentrations being at 1M happens to be eqlb then no reaction (as a concentration cell would be at standard conditions).
