I'm writing this because I've posted comments previously where I mentioned that you could get a smartphone on Verizon Wireless and avoid the data plan (email/internet/etc.).
That all changed last September. Now, if you want to purchase a smartphone, you'll be forced to get a data plan.
The only exception is if you purchase an older smartphone. Then, you can get the pay-per-KB plan that's $0 per month unless you use the data services. Currently, this includes the XV6900 (made by HTC), the SMT5800 (not a touch screen), the Samsung i760, and the Palm Centro.
