(ka)(kb)=kw applies to what?

To which of the following does (ka)(kb)=kw apply?

Water ONLY?

Strong acids and conjugate bases? (and water)

Strong bases and conjugate acids? (and water)

Weak acids and bases? (and water)

Something else? (and water)

I think that the equation can be applied to all situations but for water, kw would be 10^-14 at 25 degrees C. The value of kw would be different in other cases.
