hey guys, question here

if one of your LOR is not waived (nonconfidential), you'll have to indicate your denial of waiver in the 2nd application of the school correct?

Generally yes. It's a bad idea not to not waive. The point of the waiver is that your LOR writers are thought to be more likely to be candid if the recommenders know you don't have the right to read the letter. And adcoms will thus put more weight on such a candid letter, and question your ability to get positive candid letters if you aren't willing to waive. So pick your letter writers wisely and just check the waiver box.
