Is it okay to send 4 LORs instead of 3?

If you think the extra letter will contribute additional information that makes you a stronger candidate, then do it. If you're not sure what the content of the letter will be and how it will compare to the other letters you already have, then you might want to hold off.
 
For programs that ask for 3 letters of rec. on their website, would sending a fourth appear to be overkill? My 4th letter is from our big name chair who does not know me personally but has been known to write positive letters. would it be a good idea to include this as my 4th letter?
 
I can;t imagine that a program which asks for 3 letters would dump you if you supplied 4. Or, another way of looking at it, if that is their policy, do you really want to be there?

So, I think sending a 4th letter is fine, esp if it's from a big name chair and positive

More than 4 letters starts to look silly since you have to withdraw one.
