Those reagents are used to convert a Nitro group into an Amino group. It's pretty similar to the Clemmenson reduction (clemmenson reduces a C=O all the way to alkane)

It uses an "active" metal/acid catalys: You can use Fe, Zn, Sn, or SnCl2 in acid followed by base to convert NO2 into NH2.
