University is free in Turkey.
But you have to be a turkish citizen.

My girlfriend is getting her PHD in Agriculture and it will cost her $100.00
and her Agriculture PHD will be recognized all around the world.

However, It is not the same for Medical field.
Her brother is a Plastic Surgeon but he can only practise in Turkey.

Also, after you complete your PHD, they give you an apartment close to the University. for around 40$ a month.

Imagine having a PHD with no dept. I still can't beleive it.

99% of Ph.D. programs in the U.S. and in most EC countries have free tuition waivers plus stipend for living expenses. It's more unusual to have to pay for a Ph.D.

Yeap, I get payed to do my PhD in Canada (not amazing, but not bad)

A while back there I kept getting these ads for fake diplomas in my email. Maybe that would circumvent the whole actually having to work part.
