What does the 10th percentile MCAT score mean in each school's MSAR database? Does it mean that no one who got accepted got less than that 10th percentile score?

No.

By definition - 10th percentile means 10% of people got less than that score. 90th percent means 90% of people got less than that score. etc.

It’s the 10th percentile score within the range of MCAT scores of their accepted (or matriculated? Can’t remember right now, but I think accepted) students. That means some were accepted below that but those are outliers, special cases, etc. The 10th percentile holds more meaning than giving the minimum would.
