Correct me if I am wrong but I thought Penn is p/f and whoever that is not top 10 is number 11? And they all have 3.9 GPA? You still have 2 more years to increase your GPA though.
Anyways your CBSE is pretty good but i'd definitely study and retake it because you still have time. Also, look to do a 1 year internship since that'll show PD you are committed to OS.
