Around what month or time does the "window" to send in an app and have a legitimate shot at getting in closes?

1. June 1st-beginning of July is fine, but earlier is better as verification takes a lot longer later on in the cycle.

2. Mid October all the way up to beginning of the next cycle for people on the wait list.

I did the mistake of applying late (like end of August) and by god did it cause far more stress. Submit as soon as you can, dragging your feet with the primary is never a good idea.
