Most photo editing programs besides Paint will allow you to scale according to actual sizes versus pixels. I'd recommend GIMP if you're looking for something for free.

Urgh, I misinterpreted 2x2 as merely dimensions, so I just uploaded a large square digital photo. Why would they give the units in inches when most computer images are always in pixels? 200 x 200 would have made much more sense.

You'll have fun resizing for the many different secondary applications. Some want 200x200, another one I had wanted 125x125, and this was my favorite which ended up distorting the picture after resizing it: 190x160. I forget which secondary that was now, but they must enjoy stretched out images.
this app i'm looking at says the print size can be:
(9 x 13cm(3.5 x 5") , 10 x 15cm(4 x 6") and 13 x 18cm(5 x 7") ) and the Photo says which has just this one selection : passport and visa ( 2 x 2)"
which one do i use if i wanna send it to dental schools????
