38, 4.00, very good ECs.

What kind of safety schools should I look into? I heard that some schools may reject applicants who are "overqualified..." Is this true?

Some of your state schools could be safeties, but it's true that sometimes schools reject you if you're overqualified. You might look through an MSAR for some schools that are a notch down from your stats whose mission accords with your experiences, and which are located in places you'd be willing to move to. Also look at cost safeness of the area, school curriculum type, grading system, weather.
